How do you price a job you are not allowed to see first?

Landlord wants a number, tenant will not give access, agent says "just give us a ballpark".

Do you refuse, quote high and hope, or give a rate plus a provisional sum and put the risk in writing? And when you have given a ballpark, how often has it come back to bite you when the actual job turned out to be twice the work?
